The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, April 13, 2026 at 6:30 p.m. The session was called to order by Board President Michael Cloy. Midtown Church Senior Pastor Dax Garlington gave the invocation. East Elementary second-grade students Galilea Reyes, Colton Farmer, Jax Day and Paisleigh Mitchell led the Pledge of Allegiance.
STUDENT PERFORMANCE

Under the direction of Music Teacher Leslie Boothe, East Elementary second-grade students performed Rock Around the Clock and I love Rock n’ Roll.
INSTRUCTIONAL FOCUS & RECOGNITIONS
BISD Deputy Superintendent Liesa Land introduced recognitions of the Superintendent’s Student Advisory Cabinet (SSAC) members along with the teachers they selected as having the most significant and lasting impact on their lives. Every year, campuses provide two names of students from grades six through twelve to serve on the cabinet. These students meet with BISD Superintendents once a month over lunch and discuss a variety of topics to gather valuable firsthand input from a student’s perspective. The students were asked to provide the name of a favorite teacher who had the most impact on them during their education at BISD. Dr. Young congratulated the students and their chosen teacher and presented each of them with a certificate recognizing their contributions.

Spotlight recipients are chosen from peer nominations. April 2026 honorees are Northwest Elementary fourth-grade teacher Zoe Moss and BISD bus driver Elvin Rogers. TEXAS EDUCATION AGENCY (TEA) ASSESSMENT COMMITTEE – TAMI HULL

The Texas Education Agency (TEA) invites Texas educators to grade-level and content-specific committee meetings each year to provide feedback on the development of state assessments. Ms. Hull is recognized for her contribution to the TEA STAAR committee for Biology. Ms. Hull is pictured above with BISD Superintendent Dr. Joe Young and BISD Trustee Justin Posey.
COGGIN 6TH ROBOTICS

Robotics Coach Ms. Amber Shipman took two teams to competition, with one team making it to finals and placing 4th overall. That team consisted of 6th graders Quan Dao, Ryder Shifflett, Aisley Smith, and Bentley Windham. BHS Varsity Lady Lions Basketball team members, coached by Heather Hohertz, advanced to the Bi-District round in the playoffs and received numerous superlative honors with three athletes receiving All-State and one receiving All-Region. The BHS Varsity Lady Lions Soccer team, led by Coach Alexis Walker, were District 5-4A District Co-Champions, Bi-District Champions, Area Champions, and Regional Semi-Finalists. They finished their season with 15 all-district accolades, including 7 superlative honors and 5 academic all-state honors. Honorees are pictured above with BISD Trustee Posey and Coach Walker.
BHS LIONS SOCCER

BHS Varsity Lions Soccer team finished with a program best record under District 5-4A Coach of the Year Michael Westerman. The Lions earned District, Bi-District, Area, and Regional SemiFinal championships and received 16 all-district selections, including 5 superlative honors. SKILLSUSA – AUTOMOTIVE

BHS Automotive Technology students were recognized for their scores of 190 and above in their categories for SkillsUSA, including three who earned a perfect score of 200. Honorees are pictured above with Auto Technology teacher Randy Gross.

BHS Welding students, taught by Ms. Lillian Wilson, were recognized for their SkillsUSA awards, including two State Superior ratings and one Best of Show. Honorees are pictured above with Trustee Thompson and Auto Technology teacher Randy Gross.
SKILLSUSA – CARPENTRY

BHS Carpentry students were recognized for their SkillsUSA awards, including 5 State Excellent, 4 State Superior, and 3 State Very Good ratings. Honorees are pictured above with Trustee Thompson and CTE Architecture and Construction teacher Joe Baucom.
EXECUTIVE SESSION
The board moved into executive session at 7:00 p.m. to discuss personnel and security matters. They returned to open session at 7:30 p.m. No action was taken on executive session matters.
DEPARTMENTAL REPORTS
BISD Superintendent Dr. Joe Young provided the following reports and updates:
• Results Driven Accountability (RDA) Framework: RDA is a local education agency (LEA) level, data-driven monitoring framework implemented annually and consists of indicators for three program areas: Bilingual Education/English as a Second Language /Emergent Bilingual (BE/ESL/EB), Other Special Populations (OSP), and Special Education (SPED). The report included a breakdown of BISD’s Results Driven Accountability with performance levels scored based on cut rates determined by TEA.

DISCUSSION & ACTION ITEMS
CONSIDER APPROVAL OF TEACHER TERM AND PROBATIONARY CONTRACTS FOR 2026-2027
Trustee Posey made a motion to approve the Term and Probationary Contracts for teachers to be employed during the 2026-2027 school year, as presented. Trustee Smith seconded the motion. The motion passed unanimously.

BISD Trustee Roderick Jones moved that the Consent Agenda be approved as presented. Trustee Thompson seconded the motion. The motion was unanimously approved.
