BISD Board of Trustees report for May 18 meeting

The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, May 18, 2026 at 6:30 p.m. The session was called to order by Board President, Michael Cloy. Pastor Eric Jordan from Breath of Praise Church gave the invocation. Coggin Elementary students Wade Young, Caroline Means, Avery Roseboom and Khloe Rodriguez led the Pledge of Allegiance.

STUDENT PERFORMANCE

Coggin Elementary fifth-grade students performed a bucket-drumming routine to Dancing in the Dark, under the direction of music teacher Amber Jones.

RECOGNITIONS

BISD SPOTLIGHT

The BISD Spotlight recognizes members of the BISD faculty and staff who go the extra mile to ensure excellence in education for all our students. Spotlight recipients are chosen from peer nominations. May 2026 honorees were Coggin 6th Grade teacher Glenda Uecker and Brownwood High School (BHS) custodian Kim Nolen. Spotlight honorees are pictured (top) with BISD Trustee Diane Thompson, Coggin Principal Kassie Parrish and Dean of Students Brec Espinoza, and (bottom) Trustee Thompson and BHS Principal Lindsay Smith.

REBECCA FAULKNER

Texas Governor Greg Abbott appointed Rebecca Faulkner, BISD Director of Special Populations, to the Texas Special Education Advisory Committee. The Committee provides policy guidance on special education and related services for children with disabilities in Texas. Ms. Faulkner is pictured below with BISD Trustee Michael Cloy and BISD Superintendent Dr. Joe Young.

SPECIAL OLYMPICS

Brownwood ISD had 33 athletes compete in the Special Olympics this year. Junior and senior athletes are pictured below along with BISD Trustee Connor Arrington and Life Academics teacher and sponsor Reed Ellett.

MILITARY

The following students were recognized for their enlistment or service in a branch of the United States military: Trinity Boisse (United States Marines), Reagun Musungu (United States Marines), and Hayden Mair (United States Air Force). Musungu and Mair are pictured below with Trustee Arrington.

BHS LADY LIONS GOLF

Five Lady Lions, coached by Mallory Garcia, received Academic All-District with one receiving a District Honorable Mention. Honorees are pictured below with BISD Trustee Tim Wilson and Coach Garcia.

BHS LIONS GOLF

Varsity Lion, Peyton Sharp, represented Brownwood at the Region 1-4A Golf tournament this year and five Lions earned Academic All-District awards. Honorees are pictured below with BISD Trustee Wilson and Coach Stephen Fanara

BHS THEATRE

The BHS One Act Play cast, directed by Pam Kasinger and Audrey McKillip, performed “The Red Suitcase” and the following students earned district awards: Hayden Christiansen (District Honorable Mention All Star Cast), Kailee Bessent (District Honorable Mention All Star Cast), and Ian Cervantes (District All-Star Cast). Cervantes and Christiansen are pictured below with Trustee Thompson and BHS teacher Justin Moore.

BHS THEATRICAL DESIGN

Three BHS students represented Brownwood at the state level in UIL Theatrical Design: Avery Villegas (3rd place Individual Set Design), Mya McVicker (2nd place Individual Hair and Makeup Design), and Emily Ochoa (Individual Hair and Makeup Design State Qualifier). McVicker is pictured below with Trustee Thompson and BHS teacher Justin Moore.

BHS HOSA

BHS HOSA (Future Health Professionals) students earned several awards this year, with four receiving State recognition and two qualifying for the International Leadership Conference to be held in June. Honorees are pictured below with Trustee Arrington and BHS Health Science teachers and HOSA sponsors Annalyn Deen and Valarie Scull.

BHS LION TENNIS

Coached by Dalton Hutchins, Ashlyn Bundick and Blake Hutchins were Regional Qualifiers in Mixed Doubles. Four athletes also placed in District. Honorees are pictured below with Trustee Arrington and Coach Hutchins.

BHS LADY LION SOFTBALL

The Varsity Lady Lions, coached by Cherita Munguia, had eleven players awarded Academic AllDistrict. Senior players were recognized and the honorees are pictured below with Trustee Wilson and Coach Munguia.

BHS LION BASEBALL

The Varsity Lions, coached by Chris Bright, received ten Academic All-District honors. Senior players were recognized and the honorees are pictured below with Trustee Wilson, Coach Brown, and Coach Bright.

BHS BAND

Eighteen Brownwood Lion Band members advanced to the UIL State Solo and Ensemble contest. Honorees are pictured below with Trustee Wilson and BHS Band Director Jason Jones.

BHS CHOIR

Thirteen choir students will be competing in the State UIL Vocal Soloist competition on May 25th. Honorees are pictured below with Trustee Wilson and BHS Choir Director Jennifer Reeves.

UIL SPEECH & DEBATE

Six students placed during UIL competitions including regionals and one who qualified for State. Honorees are pictured below with Trustee Thompson and BHS Teacher and UIL Speech and Debate sponsor Justin Moore.

LADY LIONS TRACK

The Varsity Lady Lions, coached by Chelsy Lipsey, were the District, Area, and Regional Champions and placed 7th at State. Numerous athletes qualified for Area and Regionals, with seven qualifying for State and two bringing home Silver Medals. Four athletes set new school records. Honorees are pictured below with Trustee Thompson and Coach Lipsey.

LIONS TRACK

Six Brownwood Lions, coached by Jacob Marwitz, qualified for Area and one qualified for Regionals. Honorees are pictured below with Trustee Thompson and Coach Marwitz.

EXECUTIVE SESSION

The Board entered executive session at 7:00 p.m. to discuss personnel and security matters. The Board exited the executive session at 7:45 p.m. and returned to open session.

DISCUSSION & ACTION ITEMS

SUPERINTENDENT’S REPORT

• Dr. Young noted upcoming District events, holidays, and summer hours which begin on June 1.

• An end-of-year party for first-year teachers was hosted by BISD Director of Human Resources Adrienne Horton, who mentors the group. Dr. Young reported that 100% of these new teachers will be returning to BISD for their second year of teaching.

DEPARTMENTAL REPORTS

Special Populations: A Special Populations Program Overview was provided by BISD Special Populations Director Rebecca Faulkner. The number of students currently within Special Populations categories include 663 under Special Education (SPED) and 261 under Section 504. BISD Currently has 93 students receiving services in the Life Academics program and 27 students receiving services in the Early Childhood Special Education (ECSE) program. Additional data included trends in Special Education, a breakdown of special populations students per campus, and academic performance results in a variety of categories.

CONSENT AGENDA

The following items were listed for consideration on the Consent Agenda.

  1. Consider Approval of Teacher Salary Recommendations for 2026-2027
  2. Consider Approval of Tim Wilson nomination for TASB Board – Region 15
  3. Consider Approval of Open Education Resources (OER) Transition Plan for Bluebonnet Learning Instructional Materials
  4. Minutes from April 13, 2026 Board Meeting

Trustee Thompson moved that the Consent Agenda be approved as presented. BISD Trustee Roderick Jones seconded the motion. The motion was unanimously approved.
