On January 3rd, 2025, Mike Johnson was reelected for his second term as U.S. House Speaker. The vote was tight and laborious to finalize. Here is what you need to know about the reelection, with some general background information about the role of House Speaker:
The Vote
GOP Conference Chair Representative Lisa McClain of Michigan put Johnson’s name forward for the election this month, while the Democrat party put forward Hakeem Jefferies of New York. At a minimum, candidates need 218 votes to win. Johnson came out on top baring the 219-215 Republican majority of the House chamber.
The Republican party has shown mixed feelings about their support of Johnson ever since he collaborated with Democrats to pass legislation intended to keep the government from shutting down at the end of 2024. Because of this uncertainty, Johnson won reelection by a slim margin as the roll-call vote lasted two hours and the result was left between three Republican representatives. Two of these, Keith Self of Texas and Ralph Norman of South Carolina, ended up switching their vote in favor of Johnson. Thomas Massie of Kentucky remained in stark opposition.
Self had determined to vote in favor of Johnson after he said he was able to secure a promise that right-wing party members would be included in House efforts regarding tax and immigration bills.
Johnson had also received support from president-elect Donald Trump and made a vow to “create a leaner, faster and more vigorous federal workforce” – as quoted from an AP News article.
Johnson was first elected as House Speaker in 2023, after Kevin McCarthy of California was ousted from office.
Johnson’s Promises
As he enters another term, Johnson has reassured his supporters about his ambitions for the new year. These ambitions largely center around tackling government spending and working to help the government recover its’ trillion-dollar debt. Overall, Johnson is pushing hard toward fiscal responsibility as he mentioned on January 3rd.
The biggest concerns that Johnson has in the name of fiscal responsibility include the national debt that has reached the trillions, the spending of American taxpayers’ money, and instituting transparency with the public in regard to the governments’ use of taxpayer dollars.
In order to achieve this promise, Johnson has stated that he is looking to employ independent experts that are not corrupted by lobbyists or special interests separate from the House agenda.
Background on the House Speaker
The House speaker leads the House of Representatives – this is one of two Chambers of Congress, the second being the Senate. The House is responsible for creating and helping in the passing of federal laws, as they contribute to the legislative branch of government.
Per the Presidential Successor Act of 1947, the House speaker is second in line of succession to the president, following the vice president. Due to this rank of office, the role of House speaker is often times regarded as one of the most important roles within the federal government.
The Constitution mandates that the House of Representatives must first elect its speaker before the new Congress is to meet following the presidential election. In Article 1 Section 2 of the Constitution, the Founding Father’s had outlined their vision for this office, stating that the House speaker ought to act as a parliamentarian and peacemaker amongst the Chamber. Though the technicalities of the role have changed since the founding of the Constitution, the primary duties of office have largely remained the same.
The House speaker is the majority party leader in the House of Representatives. They control the order of all institutional business conducted on the house floor, vote as needed as the representative from a congressional district, act as the negotiator between the House of Representatives, the Senate and the President; and the House speaker is the lead person for all fundamental responsibilities that belong to the House (i.e. making and helping pass federal legislation).
