Brownwood City Council Agenda – Regular Called Meeting

9:00 a.m., Tuesday, October 14, 2014 – Council Chambers, City Hall – 501 Center Avenue, Brownwood, Texas

The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.

The City Council may deliberate and/or act on the following items:

1. Call to Order

2. Pledge of Allegiance

3. Invocation

4. Items to be withdrawn

5. Introductions, Announcements, and Recognitions

6. Citizen Presentations – Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

9. Public Hearing

Conduct a public hearing on the following proposed Ordinance and consider on first reading.

A. Conduct a public hearing and consider an Ordinance on first reading to rename the street of Vicksburg Court to Waterstone Drive.

10. Requests and Presentations

A. Consider approval of Phase II of the street capital improvement program.

11. Agreements and Contracts

A. Consider authorizing the City Manager to sign an agreement with the Texas Parks and Wildlife Department for a Texas Paddling Trail Partnership Agreement.

B. Consider approval of a rental contract with Howard Payne University for use of the Coliseum for the 2014/2015 and 2015/2016 Volleyball/Basketball Seasons.

12. Ordinances and Resolutions

A. Consider a Resolution declaring surplus property.

B. Consider an Ordinance on first reading establishing no parking along the northeast side of Avenue D from Austin A venue to Vincent Street.

C. Consider amending the Ordinance passed on first reading establishing no parking along the northeast side of Chandler Street 140′ from Greenleaf Street towards Carnegie Street and pass an Ordinance on second and third I final readings.

Consent Agenda

A. Consider an Ordinance on second and third I final readings for a request to change the zoning classification of Lots 6-10, Block 5, being the Taber Addition, located at 1800 – 1820 Austin Avenue from R1 Single Family Residential District to CN Neighborhood Commercial District.

B. Consider an Ordinance on second and third I final readings establishing one-way traffic along Congress Street from Adams Street to Lee Street.

C. Consider an Ordinance on second and third I final readings establishing one-way traffic along Greenleaf Street from Lee Street to Adams Street.

D. Consider an Ordinance on second and third I final readings establishing no parking on Greenleaf Street from Lee Street to Adams Street.

E. Consider an Ordinance on second and third I final readings establishing no parking along the southeast side of Congress Street from Adams Street, northeasterly 345′ towards Lee Street.

F. Consider authorizing the Mayor to s1gn the Senior Nutrition Program Contractor Funding agreement for 2014/2015 Congregate and Home Delivered Meals with West Central Texas Area Agency on Aging.

G. Consider authorizing the City Manager to sign an agreement with Texas Department of Agriculture “Texans Feeding Texans: Home Delivered Meal Grant Program.”

14. Appointments

A. Consider ratification of a Mayoral appointment to the Lehnis Transportation Museum Board.

15. Reports

A. National Night Out

B. Fire Station

C. Fisk Street

16. Executive Session

The City Council may convene into a closed executive session in the Haynes Conference Room, pursuant to the provisions of the Open Meetings Law, Chapter 551, Government Code Vernon’s Annotated, in accordance with the authority contained in the following section:

Section 551.071 – Consultation with Attorney

Section 551-072 -Deliberation Regarding Real Property

A. Possible option on and/or purchase of property on Lee Street.

17. Action as a result of Executive Session

18. Adjournment
