Monday’s night Bangs City Council, in which new police chief Robert Garcia was to be sworn in, has been canceled due to medical issues, according to an email from the City of Bangs.

According to the City of Bangs Facebook Page, Bangs Mayor Rick Phelps recently suffered a stroke and was in the VA Hospital in Temple, but was expected to return home Monday.
