Law enforcement arrests and reports released Wednesday, December 28, 2011.

Tuesday, December 27

*1:25pm-A Brownwood Police officer made a traffic stop in the 1400 block of Avenue K.  According to the report, the driver, 39-year-old Stephanie Caperton Phillips was arrested for Driving While License Suspended with Previous Convictions.

*3:30pm-A Brownwood Police officer made a traffic stop in the 3700 block of US Hwy 377S which resulted in the arrest of Bryce McLeod Ratliff for Driving While Intoxicated.  Ratliff submitted to a blood sample which was taken at Brownwood Regional Medical Center.

*3:33pm-Brownwood Police responded to the report of an animal bite in the 1100 block of Holcomb Street that occurred the night before.  According to the report, the injury was minor and treated by emergency staff at Brownwood Regional Medical Center.  The dog has been quarantined and follow up will be done by the Animal Control Officer.

*5:40pm-Brownwood Police were called to the Brownwood Regional Medical Center emergency room regarding an animal bite.  According to the report, the victim had a very distinct bite mark on her left calf.  The victim explained to officers that the bite occurred when she was walking in the 1300 block of Willis Street when two boxers came running from a residence in the block, the report states.  One of the dogs jumped on her and the other bit her on the left calf area, according to the report.  She called for help but when no one came she ran to her home on Glen Cove with the two dogs chasing her, police reports state.  The dogs’ shot records were unavailable; however the owners stated they would get copies of the dogs’ records when the vet was available the next morning.  According to the report, the owners were advised to keep the dogs quarantined in their home or in the dog run inside their back yard.

*8:51pm-Brownwood Police were dispatched to the 1500 block of Vincent Street regarding found property.  According to the report, a bicycle was located in front of an abandoned house in the 1500 block of Vincent Street.  No owner of the bicycle could be located at the time of the call and the bicycle was transported to the police department impound for safekeeping until it can be properly identified and claimed by its owner.

Wednesday, December 28

*12:36am-Brownwood Police responded to the report of an assault in the 2500 block of Avenue D.  According to the report, the victim advised that her husband, 61-year-old Dal Mills had punched her in the lower back.  The responding officer observed swelling in a bruise on the small of the complainant’s back, the report states.  According to police, the incident occurred because the victim had changed her Facebook password and Mills was angered when he could no longer monitor the account.  Mills was located and arrested for Assault Causing Bodily Injury Family Violence.

* A 25-year-old Brownwood man was arrested Wednesday on a warrant based on a sexual assault which happened in October of this year.  According to police, a party with a large attendance was held by the victim on October 14th.  During the party, the victim had a consensual sexual encounter with her fiancée, the report states.  After the fiancée left the room, she decided to sleep; however was awakened by advances which she accepted, thinking it was her fiancée; however found a relative of his had sexually assaulted her, according to police.  Laron Defon McCloud was charged with Sexual Assault and is currently being held in the Brown County Jail on $15,000 bond.

All arrestees are considered innocent until proven guilty in a court of law.
