Dear Citizens of Brown County,

Re: Brown County Judge Candidacy

After thoughtful consultation with my family, trusted friends, and encouragement from community leaders, I am proud to announce my candidacy for Brown County Judge in the Republican Primary.

I graduated in 2001 from the University of Texas with a Bachelor of Arts in Government and earned a Juris Doctorate Degree from the University of Arkansas School of Law.

In 2005, I moved to Brown County with the goal of practicing law in a community where relationships and integrity truly matter. For the past 21 years, I have operated a full-service legal practice built on hard work, respect, fairness, and honesty. During my legal career, I have represented clients across virtually every area of the law, including civil litigation, family law, criminal defense, estate planning, probate, and business interests. Having resided or worked in the cities of Brownwood, Bangs and Early, I recognize each area of the County has different needs which all need representation.

I am especially proud of my work with those most vulnerable in our community. I have helped hundreds of children involved in juvenile delinquency or the child welfare system. Further, I have been repeatedly appointed to assist mentally disabled adults navigating the court system.

These experiences have shaped me deeply and affirmed my belief in service, compassion, and equal justice.

More important than any professional accomplishment, Brown County has profoundly changed my life. Here, I have grown in my faith to Jesus Christ and commitment toward living God’s principles. Here, I met and married my spouse, Mika of 15 years and together we are raising three wonderful children. Here, I became part of a loyal, proud, and tight-knit community. I am blessed to call Brown County home.

Because Brown County has given me so much, I am committed to giving back. As County Judge, I will place the needs and principles of our citizens first. I support practicing fiscal responsibility, upholding the law, backing law enforcement first responders and teachers, improving essential county infrastructure, and ensuring full transparency in county government. I believe County Officials should work together, with respect for each other, towards the common good.

I pledge to be a responsible steward of all taxpayer dollars. I will support a comprehensive review of county spending to eliminate waste and will back new or discretionary expenditures only when they clearly improve the quality of life for Brown County residents. Our cities have made visible progress, and the time is now, for the County to match this commitment by addressing long-overdue needs.

I will ensure Brown County pursues and obtains grants, subsidies, and private funding to reduce or eliminate the financial burden on local taxpayers.

One pressing priority is the Brown County rodeo arena, fairgrounds, and youth barns. These facilities should be a source of pride and opportunity for families and youth across the County, yet they have been neglected for far too long. Many have talked about addressing this issue—if elected, I pledge to begin and inform citizens on progress beginning on day one.

Regarding the County Court’s judicial responsibilities, Brown County deserves a court that functions efficiently and meets the needs of its citizens. I am committed to timely and consistent scheduling, being available, and ensuring all matters—including misdemeanors, probates, guardianships, and juvenile cases—are resolved without unnecessary delay.

If elected County Judge, I pledge to remain dedicated to the shared principles I believe define Brown County: faith, family, community, fairness, decency, and respect.

/S/ Patrick D. Howard
