
Following an executive session during Tuesday morning’s meeting, the Brownwood City Council unanimously voted to appoint Ray Tipton to the role of Deputy City Manager, effective immediately.
Tipton has served the City and the Brownwood Municipal Development District (BMDD) in senior leadership roles since 2018, most recently directing the City’s Economic Development & Tourism portfolio.
“Ray has consistently delivered for our community by recruiting and supporting businesses, strengthening our quality-of-life amenities, and building strong partnerships across the region,” said City Manager Marshal McIntosh. “His experience, consistent leadership, and deep knowledge of Brownwood prepare him to serve our organization in his new expanded role.”
As Deputy City Manager, Tipton will report to the City Manager and provide executive oversight for assigned departments and strategic projects. The role supports the City Manager and City Council, partners with department heads on operations, budgeting and service delivery, coordinates special projects and public communications, and responds to community needs during emergencies. Tipton will continue to oversee the Brownwood Municipal Development District and focus on economic development, tourism & visitor services, parks & recreation, community facilities, as well as organization-wide improvements, and high-impact capital projects.

During his tenure with the City and BMDD, Tipton has helped drive business recruitment and expansion, advance downtown revitalization programs, and support the development and activation of major community assets, including the Brownwood Event Center Complex and enhanced visitor services at the Lehnis Railroad Museum & Visitor Center. He previously served as Executive Director of the BMDD and held leadership roles with the Brownwood Area Chamber of Commerce. Tipton is a graduate of Howard Payne University and is widely recognized for collaborative problem-solving, reliable execution, and strong public communication.
