
During Tuesday’s meeting of the Brownwood City Council, Mayor Stephen Haynes read a proclamation declaring Sept. 23 as Sickle Cell Awareness Day.
Haynes read and presented the proclamation to Charnita Hill, who at the Sept. 9 meeting addressed the Council regarding her 28-year-old daughter Naomi Scott and the challenges she faces having been afflicted with Sickle Cell Disease.
Sickle cell anemia is a genetic blood disorder that affects millions of people worldwide. It occurs when red blood cells become crescent-shaped, or sickle-shaped, instead of the usual round shape. This abnormal shape makes it difficult for the cells to carry oxygen throughout the body, leading to various health complications.

The proclamation states:
WHEREAS, Sickle Cell Disease is an inherited blood disorder that affects approximately 100,000 Americans, many of whom endure chronic pain, frequent hospitalizations, and life-threatening complications; and
WHEREAS, increased public awareness, research, and education about Sickle Cell Disease are vital to improving the quality of life and treatment options for individuals living with this condition; and
WHEREAS, Naomi Scott, a resilient 28-year-old resident of our community, has bravely battled Sickle Cell Disease throughout her life, facing each day with grace, joy, and forgiveness, even during the most difficult times; and
WHEREAS, Naomi’s mother and caregiver, Charnita Hill, has shown unwavering love, strength, and dedication, not only in caring for her daughter, but also in raising awareness of Sickle Cell Disease by walking every day throughout the month of September and advocating for change and recognition; and
WHEREAS, their story serves as a powerful reminder of the impact this disease has on individuals and families, and the importance of continued support, research, and awareness; and
WHEREAS, we wish to recognize the strength and advocacy of Naomi and Charnita and stand in solidarity with those affected by Sickle Cell Disease.
NOW, THEREFORE, I, Stephen E. Haynes, Mayor of the City of Brownwood, Texas, along with the Brownwood City Council, do hereby proclaim September 23, 2025, as Sickle Cell Awareness Day in the City of Brownwood and encourage all citizens to wear burgundy in support of those affected by this disease, to learn more about Sickle Cell, and to join in advocating for improved care, treatment, and a cure.
