City of Brownwood appoints Tarino Russell as Director of People and Performance

The City of Brownwood announces the appointment of Tarino Russell as the new Director of People and Performance. With over two decades of experience in human resources, leadership and program management, Russell brings a wealth of expertise to this pivotal role. Mr. Russell will officially begin his role on April 28, 2025.

This newly refined position continues to lead the City’s Human Resources Department while placing an increased emphasis on cultivating a strong organizational culture, enhancing employee engagement, and advancing professional development initiatives. As Director of People and Performance, Mr. Russell will oversee a wide range of human resources functions—including recruitment, benefits, employee relations, Civil Service, and performance management—while championing the City’s “I SERVE” Core Values and supporting a high-performing, people-focused workforce.

Mr. Russell brings with him more than 21 years of leadership experience in staff development, human resources, and program administration. He most recently served as Program Director at The Oaks in Brownwood, and previously held senior leadership roles with Rite of Passage in Omaha, Nebraska. His professional background includes 12 years in HR-specific positions, with a career-long commitment to mentoring and equipping individuals for success.

“Tarino’s passion for developing people and extensive background in human resources and program management aligns with our organizational mission,” said Marshal McIntosh, Deputy City Manager. “We are excited to welcome him to the team and look forward to the contributions he will bring to our organization.”
