According to District Attorney Micheal Murray, during the January 2025 session of the Brown County Grand Jury, 6 true bills were returned against 6 persons, including one for Murder and one for Aggravated Robbery.
Those indicted were:
- Jose Victor Lanto: Possession of a Controlled Substance
- David Wayne Hersha: Aggravated Robbery
- Toby Allen Garcia aka Tobias Allen Garcia aka Francisco Tobias Allan Garcia: Possession of a Controlled Substance, Repeat Offender
- Joe Garner Cain aka Joe Garner Caine: Murder
- Jerrod Levi Stembridge: Burglary of a Building, State Jail Felony Enhancement
Caine was arrested on Oct. 24, 2024 and charged with the murder of Tony Dewayne Roberts. More information can be found here.
Hersha was arrested Dec. 22, 2024 following a robbery at the Food Plaza, located at 2800 4th St. More information can be found here.
The District Attorney’s Office does not release names on new indictments until after the Grand Jury proceedings have been processed through the District Clerk and a file marked copy of the Grand Jury Report has been returned.
The District Attorney’s Office does not release names of Defendants who have been indicted by a Grand Jury but not yet arrested because of an indictment being sealed until the time of arrest. In addition, names of individuals who have had no formal charges filed against them and who are no-billed by a Grand Jury will not be released by the District Attorney’s Office at this time.
