Disorderly conduct call results in arrest on multiple charges, including obstruction

The Brownwood Police Department issued the following press release Tuesday morning:

On Tuesday, February 7, 2023, at approximately 2:15 a.m., officers were dispatched to the Yellow Rose Estates, in the 3300 block of Stephen F Austin, regarding a report of Disorderly Conduct.  A 911 call came from that home, but the caller hung up. Communications officers returned the call and could hear a female asking for police assistance as a male subject was intoxicated and holding a knife.

When officers arrived an intoxicated male refused to speak with the officers and demanded a warrant before opening the door.  The female was still speaking with Communications Officers on 911; explaining that she had locked herself in a bedroom.

Given the fear of harm to the female homeowner, officers opened the unlocked front door and gave commands for the male suspect to exit the home.  The male came to the front porch and refused to listen to officer instructions while yelling at the officers to shoot him.  Officers were able to grab a hold of the male and place him into handcuffs without the incident escalating.

The male was identified as 29-year-old Emilio Albert Rangel. Rangel was heavily intoxicated and remained argumentative toward officers while on scene.

Speaking with the female victim, it was learned that Rangel was arguing with her all evening and threatening her. The female eventually attempted to phone 911 but Rangel grabbed the phone from her hands before she could speak.

Rangel was arrested for Simple Assault against a Family Member, Interfering with an Emergency Call and Obstruction/Retaliation. The obstruction charge was for his threats to assault officers upon his release, he continued attempts to assault them while on scene and for attempting to assault the jail staff upon arrival at the Brown County Jail.
