Request for Proposals – Brown County Jail inmate commissary

The Brown County Sheriff’s Office is seeking sealed proposals from potential licensees for the exclusive license to provide inmate commissary at the Brown County Jail.  The Brown County Jail is located at 1050 West Commerce, Brownwood, Tx 76801.  The Brown County Jail has a capacity of 196 inmates.  The current average daily population is 171.  The contract will be awarded for a five (5) year term, subject to early termination on certain events.  Sealed proposals will be received by the Sheriff’s Office until 5:00 P.M.  on December 27,2021, the proposal deadline.   An original and four (4) copies of a respondent’s proposal must be delivered to Chief Deputy of Corrections Becky Caffey, by the Proposal deadline at the following address:

Faxed proposals will not be accepted.  Late proposals will be returned unopened.  Chief Caffey and Capt. Karnes are designated as the contact for all inquiries and may be reached at 325-646-5510.

Proposals should identify:

The commissary products available and pricing

The commission fee payable to the Sheriff’s Office

The delivery method and delivery response time.

The company’s experience, reputation and references

The selected respondent must execute a license agreement acceptable to the County Legal counsel.  The selected respondent must indemnify and hold the Sheriff’s Office and Brown County harmless from and against any claims or damages caused in whole or in part by its products, services, or operations.  The selected respondent must maintain a general liability policy to be sufficient minimum insurance for mutual protections of the Brown County Sheriff’s Office and the selected respondent.

The sealed proposals will be opened in Brown County Commissioners Court on January 10,2021.
