Arrest made on multiple charges after man attempts to take weapon from officer

The Brownwood Police Department issued the following press release Monday morning:

On Sunday, August 22, 2021, at approximately 9:30 a.m., officers with the Brownwood Police Department were dispatched to the area of the 400 block of Lipscomb St. regarding a suspicious male pedestrian. The caller reported to dispatch that male appeared to be under the influence of some type of narcotics due to his erratic and ‘strange’ behavior.

Officers arrived in the area and located the male subject in the 1100 block of Melwood St. The male was identified as 34-year-old David Anthony Moreno of Brownwood. Moreno was swaying considerably while speaking with officers and had a difficult time maintaining his balance.

In conversation, Moreno admitted to possessing empty ‘baggies’ of methamphetamine. Moreno agreed to show these baggies to officers and handed Cpl. Noe Acosta, a cloth jewelry bag which contained a couple of old baggies which contained a residual amount of suspected methamphetamine. Also located inside the bag were two glass pipes commonly used to smoke methamphetamine. The baggies and pipes contained enough residual methamphetamine to be used.

Given the behavior of Moreno and his possession of the suspected narcotic material, officers spoke of detaining him. Moreno appeared to panic and began backing up and turning to run from officers.

Moreno attempted to flee the area but was soon caught and taken to the ground.  While attempting to handcuff Moreno he began flailing around and grabbing Cpl. Acosta’s duty belt and vest in an attempt to throw him off the ground  Officer Zachary Davis was also on scene and used his electronic control device (Taser) to gain control. Moreno was stunned with the Taser and began complying. When the charge ended, instead of continuing to comply, Moreno grabbed the Taser and attempted to pull it from Ofc. Davis. Everyone struggled with the Taser; attempting to gain control.

Moreno was eventually placed in handcuffs and secured. Moreno was arrested and transported to the Brown County Jail where he was charged with Possession of a Controlled Substance PG1, Evading Arrest/Detention, Resisting Arrest/Detention and Attempting to Take a Weapon from an Officer.
