Brownwood City Council Reviews Annual City Audit, Hears Racial Profiling Report

Written by Amanda Coers – The Brownwood City Council met at 9 a.m. on Tuesday, February 27th, at City Hall to discuss items posted on the agenda. Items included the annual city audit, a state-required racial profiling report from the Brownwood Police Department, and several ratification requests from the Brownwood Municipal Development District.

Council members were presented with the annual City Audit from Krischke CPA, PC. Tony Krischke addressed the council, thanking them for the opportunity to serve the city. He also commended City Manager Emily Crawford and her staff for their assistance with the audit process. Council accepted the city audit unanimously.

Brownwood Police Chief Terry Nichols presented a Racial Profiling Report to the council.

“Our policies are current and all officers have received their annual racial profiling training,” Chief Nichols informed the council. Analysis of the department’s activities revealed no instances of racial profiling.

Chief Nichols also told the council his department will continue to ‘fine-tune’ the traffic stop process to collect the most accurate data for analysis to continue their mission of transparency within the community.

Guy Andrews, Executive Director of the Brownwood Municipal Development District addressed the council regarding five requested action items on the agenda:

Council members were asked to consider a ratification of the BMDD of a sealed bid process for the sale of a 1.92 acre tract on Driscoll Drive in Industrial Park that is owned by the BMDD, with a minimum bid of $10,000. Council approved the ratification.
Council considered ratification of the BMDD for a Building Improvement Incentive Program grant to Blevins Body Shop in an amount not to exceed $14,985. Council approved the ratification.
Council members were asked to consider a ratification of the BMDD for a Building Improvement Incentive Program grant for The Glamour Shop at 405 Center Avenue in an amount not to exceed $20,000.
Council was asked to consider a ratification of the BMDD for the termination of T.G. Mercer Lease on a 15 acre tract on February 28, 2018 at their request without requiring that they return the tract to its original condition.
The BMDD also asked council to consider a ratification for the lease of a 15 acre tract to Jones Logistics, LLC, beginning on March 1, 2018 for a period of 18 months at $300 per acre per month. Council members approved the ratification.

Items on the agenda also included:

Council members authorized the Mayor to sign two quitclaim deeds to Marion W. Smith. One was for an exchange of a .436 acre tract of land in 1967 that was never recorded, and the second was for a closed and abandoned alley in 1987 that was never recorded.
Council considered an ordinance on second and third/final reading to close an 18 foot wide alley located between Lots 4 and 5, Block 2, of the Beaver Addition, also known as 607 and 701 Carothers Street. The ordinance was approved.
Council considered an ordinance on second and third/final reading amending the political sign regulations regarding the size of political signs located on private property in the city limits. The ordinance was approved.
Council considered an ordinance on first reading approving a tariff of Atmos Energy Corporation, Mid-Tex Division authorizing an annual rate review mechanism. Council approved the ordinance.
