2.  Consider approving a resolution, 2016-R02, ordering and providing details related to the holding of a General Election, to elect three (3) Council members, and a Special Election, for a proposition to terminate the Early Economic Development Corporation (Type A) and concurrently authorize the creation of the City of Early Municipal Development District, to be held May 7, 2016.
