Law Enforcement Blotter 1/26

LECSmLaw enforcement arrests and reports released Tuesday, January 26, 2016.

Monday, January 25

*11:25 AM – Brownwood Police made a traffic stop in the area of Looney Street and W. Commerce.  This stop led to the arrest of 46-year-old Michael Angel Espita of Brownwood for driving while license invalid without financial responsibility.

*2:48 PM – Brownwood Police were dispatched to the 1000 block of Irma Street regarding a domestic disturbance.  According to the report, this call led to the arrest of 36-year-old David D. Perry of Brownwood for assault causes bodily injury family violence by strangulation.

*6:15 PM – Brownwood Police were dispatched to the 1300 block of Indian Creek Drive regarding the burglary of a vehicle.  According to the report, a Weed Eater was taken from the back of the complainant’s pickup.

*9:00 PM – Brownwood Police were called to the 400 block of W. Commerce regarding theft.

*9:36 PM – Brownwood Police went to a convenience store in the 3700 block of US Hwy 377 South to purchase some items and noticed a vehicle with its door ajar and a subject, later identified as 31-year-old Leland Bradley Michael of Bangs, ducking down inside the vehicle.  The incident appeared suspicious causing officers to make contact with Michael, who was found to be in possession of marijuana, the report states.  Michael was arrested and charged with possession of marijuana less than 2 ounces.

*Brown County Sheriff’s Office received a report of the forgery of a financial instrument.  According to the report, the complainant stated that a relative had forged one of her checks for $250.  At the time of the report, the complainant was unsure if she wished to press charges, however, later she called back and had decided that she did wish to pursue criminal charges.

*Brown County Sheriff’s Office received a report of theft.  According to the report, the complainant stated that he believed an internet installer had stolen $2000 from a dresser drawer while working in the complainant’s home on Friday, January 22, 2016.

*Brown County Sheriff’s Office arrested William Ray Baker of Bangs on warrants related to failure to appear/possession of a controlled substance with intent to deliver, failure to appear/possession of a controlled substance, open container, failure to report change of address, and theft.  Baker was being held in the Brown County Jail in lieu of bonds of $165,500 as of Tuesday morning.

*Brown County Sheriff’s Office arrested 54-year-old James Anthony Bilbrey of Brownwood on a warrant related to a parole violation.

*Brown County Sheriff’s Office arrested 23-year-old Ashley Lynn Franklin-Fulcher on warrants related to possession of a controlled substance penalty group 1 less than 1 gram, possession of a controlled substance penalty group 2 equal or greater than 1 gram less than 4 grams, possession of a controlled substance penalty group 3 less than 28 grams less than 28 ounces, and possession of marijuana less than 2 ounces.  Fulcher was being held in the Brown County Jail in lieu of $44,000 as of Tuesday morning.

*35-year-old Latisha Lorene Kempf of Wichita Falls, Texas was arrested on a warrant related to failure to appear/tampering with evidence and failure to appear/possession of a controlled substance.  Kempf was being held in the Brown County Jail in lieu of bonds totaling $97,500 as of Tuesday morning.

*Early Police arrested 24-year-old Zachary Lane Manning of Early on warrants related to speeding, driving while license invalid, failure to maintain financial responsibility, and violate promise to appear.

*Brown County Sheriff’s Office arrested 20-year-old Cody Don Vita of Brownwood for sexual assault.  Vita was being held in the Brown County Jail in lieu of $15,000 bond.

Tuesday, January 26

*Texas Department of Public Safety arrested 38-year-old Jason Ivan Metiva for unlawful carrying of weapon and possession of marijuana less than 2 ounces.

All arrestees are considered innocent until proven guilty in a court of law. Blotter information compiled from local law enforcement reports and jail records.
