Brownwood City Council Agenda Regular Called Meeting 9:00a.m., Tuesday, September 23,2014 Council Chambers, City Hall 501 Center Avenue, Brownwood, Texas

The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized byTitle 5, Chapter 551, of the Texas Government Code.

The City Council may deliberate and/or act on the following items:

1. Call to Order

2. Pledge of Allegiance

3. Invocation

4. Items to be withdrawn

5. Introductions, Announcements, and Recognitions

6. Proclamations

A National Night Out

7. Citizen Presentations

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a tive (5) minute time limit.

10. Resolutions

A Consider a motion to approve a Resolution to enter into an agreement between the Department of Army Corps of Engineers and City of Brownwood for the Willis Creek and Pecan Bayou, Bro¥mwood, Texas Feasibility Cost Sharing Agreement.

B. Consider a Resolution approving seven new capital leases with Citizens National Bank and assigning a property tax pledge.

11. Public Hearing

Conduct a public hearing on the following proposed Ordinance and consider on first reading. A Conduct a public hearing and consider an Ordinance on first reading for a request to change the zoning classification of Lots 6-10, Block 5, being the Taber Addition, located at 1800- 1820 Austin Avenue from Rl Single Family Residential District to C 1 Local Business District.

12. Ordinances

A. Consider an Ordinance on first reading establishing one-way traffic along Congress Street from Adams Street to Lee Street.

B. Consider an Ordinance on first reading establishing no parking along the northeast side of Chandler Street from Greenleaf Street to Carnegie Street

C. Consider an Ordinance on first reading establishing one-way traffic along Greenleaf Street from Lee Street to Adams Street.

D. Consider an Ordinance on first reading establishing no parking on Greenleaf Street from Lee Street to Adams Street.

E. Consider an Ordinance on first reading establishing no parking along the southeast side of Congress Street from Adams Street, northeasterly 345′ towards Lee Street.

F. Consider an Ordinance on second and third I final readings adopting the FY 2014/2015 City of Brownwood annual budget.

G. Consider an Ordinance on second and third final readings levying taxes for the year 2014 for the City of Brownwood.

13. Requests and Presentations

A. Consider ratification of the Brownwood Economic Development Corporation Board to approve subordinating the BEDC’s first lien holder position on the Loadcraft Plant at 1001 Gifford Street to the BIFI for their IRP loan to Loadcraft Industries, LTD.

14. Consent Agenda

A Consider an Ordinance on second and third I final readings setting utility rates for FY 2014/2015 for the City of Brownwood.

B. Consider an Ordinance on second and third /final readings setting fees, rentals, licenses and permits for FY 2014/2015 for the City of Brownwood.

C. Consider an Ordinance on first final reading updating the salary, longevity pay, and certification pay for all Civil Service – Firefighters and Police Officers.

D. Consider Mayoral re-appointments to the Brownwood Economic Development Board.
