Brownwood Police officer Brandon Arnold was dispatched to a convenience store on Wednesday night in the 1500 block of Coggin after a male subject called 911 requesting to speak with an officer for a complaint on MHMR staff.   The police report states that the subject called in the same request three times.

When officers arrived, they observed 26-year-old Eduardo Ugalde still on the pay phone with police dispatch.  The police report states that Ugalde looked at Officer Arnold several times but continued the phone conversation.  Arnold had dispatch disconnect the call and approximately 5 seconds later, Ugalde allegedly turned around and spit in the officer’s face.

Arnold attempted to arrest Ugalde for assault, but the report states that the suspect resisted arrest and took an aggressive stance toward the officer.  Arnold used his electronic control device on Ugalde, but he attempted to run away the report states.    Arnold grabbed the suspect and used the device a second time and eventually handcuffed Ugalde.

Officer Anna Sturgeon arrived on scene to assist after the suspect was secured in handcuffs.  Officers state in the report that Ugalde was up against the hood of the patrol car, raised up, and spit in Officer Sturgeon’s face.

Ugalde was taken to Brown County Jail after the incident.

In an unrelated case, police investigated a call from a residence in the 1600 block of Oakland Drive where an 11-year-old boy was found burglarizing a vehicle.  The home owner arrived home Wednesday afternoon to find the boy in his parked vehicle.  The juvenile fled on foot and could not be found after the incident.  The owner reported that $4 was missing out of his console.
