Brownwood Regional Medical Center (BRMC) Chief Executive Office, Matthew Maxfield, has been appointed, by Governor Rick Perry, for a six year term to the Texas Workforce Investment Council (TWIC). The Council promotes the development of a well-educated, highly skilled workforce for Texas, and advocates for an integrated workforce system to provide quality, relevant services to address the needs of Texas business and workers.
The Council assists the Governor and the Legislature with strategic planning for and evaluation of the Texas workforce development system. The Council also serves as the State Workforce Investment Board under the federal Workforce Investment Act of 1998.
There are 19 members of the Council. The Governor appoints fourteen members of the Council representing business, organized labor, education, and community-based organizations. The remaining members are ex-officio representatives of the Council’s five member state agencies.
Having over twenty years experience in health care administration and serving on numerous boards related to economic and workforce solutions, Mr. Maxfield will be one of five members representing business and industry.
The scope of the Council’s work is “workforce development’, which is defined in the Council’s state statues as “workforce education and workforce training and services”. Workforce education is further defined as articulated career-path programs and the constituent courses of those programs that lead to a sub-baccalaureate license, credential, certificate, or degree. Under the leadership of Maxfield, Brownwood Regional Medical Center has achieved numerous workforce solutions including a nursing LVN to RN bridge program, assisting Brownwood Independent School District implement a health careers pathway program, enhancing medical services offered in Brown County to include over 25 medical specialties and piloting programs that have reduced nursing shortages within the community; now being replicated in other areas of the country. Brownwood Regional Medical Center was also recently named by the Texas Workforce Commission as a 2009 Employer Award of Excellence.
